Public Safety Response Time is a line chart.  Data represented is for each month January 2014 to present.   Vertical Axis represents the percent of time.  Horizontal Axis represents the month and year.  There are three lines: response time (delta and echo/high acuity calls), the target for delta and echo calls of < 8 minutes and 50 seconds 90 percent of the time, and the response time (omega A B C/non-life threatening calls).  The monthly averages of response time percent for delta and echo calls fall above and below the target, but are consistently within just a few percent.
